Introduction
Descendants who are studying or at school can apply to the Fund for a study grant in order to obtain a diploma or curriculum vitae (CV), with which he or she will be able to secure a good position in society on the basis of his or her education and personal abilities.

Conditions
• A descendant may apply for a study grant for a maximum of 7 years or until his or her 28th year, whichever is reached first. Study grants are in principle awarded half-yearly – in January and in June, and must be applied for per half-year.
To apply for a study grant, the descendant must submit an application form to the administrator, stating:
• all income and expenditure, where possible expressed as monthly amounts, including housing benefit and healthcare benefit
• a statement of assets (including savings),
• a statement of reasons why a grant is requested.
• A recent DUO statement showing which amounts have been or are being borrowed must be enclosed. Commissioners may request other or further documents or additional explanation.
• The maximum study grant is currently EUR 1,500 per half-year. Commissioners may adjust this amount at any time.
This study grant may be applied for twice a year, and documents must be sent to the administrator before 30 May or 31 December of the current year. This can be done via the digital Study Grant application form or by email: info@stoopfonds.nl. With the latter option, you must enclose the completed form, the DUO statement and the statement of reasons.
Considerations
Commissioners may award study grants to a descendant on the basis of information provided by the descendant showing that he or she is following or will follow a course of study or training, or will take part in:
• a University;
• a university of applied sciences (HBO);
• a senior secondary vocational institution (MBO);
• a foreign educational institution which, in the opinion of the commissioners, is equivalent to Dutch academic, higher or senior secondary vocational education;
• private education following on from secondary education, insofar as this can, in the opinion of the commissioners, offer a good start in society;
• a project initiated by a department or university to promote the student’s knowledge and skills;
• a special “project” such as, for example, doing an internship, carrying out thesis research or following an additional course of study at home or abroad.
Commissioners may decide to award a study grant when the descendant demonstrates that he or she is unable to provide for his or her livelihood and/or student finance in an acceptable way. The principle applied is that (where possible) the maximum is borrowed from DUO and assets are drawn on down to 1x the social assistance norm before an appeal can be made to the Fund.
Commissioners may expect descendants, if they can make time for it, to take a paid student job, in order to gain both work experience and their own financial contribution.
Commissioners point out that the Fund does not report payments to descendants to any authority. Whether and to what extent payments, whether or not in combination with other benefits, have tax or other consequences for a descendant is for the account and risk of the descendant. The descendant must therefore ascertain this for themselves and, where necessary, take appropriate measures.
Commissioners may deviate from the above rules.
